Part 3: Could your "utopia" become a dystopia?

Explain in a minimum of 2 paragraphs (8 sentences) how your utopian community could transform or be interpreted by an outsider as a dystopia.
Consider how in The Giver they have no war (utopia), but they have no choice (dystopia).
